Simon is a Cape Merchant who sells team capes for 50 coins each. He sells the 9-variety of team capes with a teardrop symbol. He is located in the Chaos Temple in the Wilderness.
There are a couple of other people like him wandering around the wilderness located in mostly random spots. Simon stocks 100 of each kind of cape he sells.
