Goutweed can be stolen in Trollheim in a maze like Sorceress's Garden. It is obtained during the Eadgar's Ruse quest and is also needed during the Dream Mentor quest. Goutweed can also be traded to Sanfew for a random herb at a 1:1 ratio.
After Eadgar's Ruse, it can also be grown at any herb patch, using gout tubers with level 29 Farming.
